2. Qualify opportunity

PROC-S02-QUALIFY · Pursue · level 2 · gate · scope: engagement
The first real gate. Fit, capacity and commercial viability are judged together, because a good engagement the firm cannot staff is not a good engagement.

A no-go is recorded with its reason rather than deleted. The pattern of declines is one of the more useful things the model holds, and it disappears if a lost opportunity is simply removed.

Boundary

Trigger (in)
An opportunity has an owner and enough detail to judge.
Output (out)
A go or no-go decision, with the reasoning recorded either way.

Basis
Fit and viability could be scored, but capacity cannot: availability has no authoritative source (DAT-AVAILABILITY is open), so a scored recommendation would be confidently wrong about the one thing that matters.
