4. Price and propose

Pricing and scoping are one stage because separating them produces proposals whose price does not match their scope. The rate card is the input the firm controls and the scope is the input the client shapes.

Where the rates offered depart from the card, an approval is required. Which is where the chain has a gap — see `PROC-S15-BILL`.
